This isn't true.  My sunroof won't work unless the car is on, but it will 
still close with the key in the door.  Talk to your dealer.

If your sunroof works when the key is in the off position, and you have
not opened any doors (like your power windows), then this feature should
work.

Otherwise, no.  I think it has to do with when they put the roof in in
the assembly.
