Rough idle and bad running condition that the dealer can't fix

I have a 94 glx and it has a rough idle it has a miss that is 
sometimes a lot worse than others.  I also sputters when start from a 
stop.  I brought it to the dealer and they tried to sell the 60k 
which is about $500.  I said no thanks I will do it myself.  So I put 
in new plugs and wires and the problem continues.  It might have even 
gotten worse.  The weather also got colder which could be the cause 
if it getting worse.  If anyone has seen this please help.  The 
second dealer said they code scanned the car and nothing came up.  
They did not know what to do. They were nice enough to tell me they 
had no idea.
