Removing oxidation from wheels?

Guys,

I found a stellar deal on a set of GTIVR6 (5 spoke BBS) wheels that
I may buy to use for winter.  I haven't seen them yet but the guy
reports they are in perfect condition except for one, which has a tiny
bit of rust on the inside.  Question is if this oxidation can't be
removed by polishing, what is the best method of preventing further
oxidation?  Would sanding and painting do?  

TIA for any advice.....as always.

BTW, price for all 4 is ~$200US!
