"Real" dealer cost:              $19176

If you're paying $21750 ($22,250 - $500 AAA) for a *base* Passat, you're
paying WAY WAY WAY too much.  Consumers Union says $300 to $500 is a
fair profit for the dealer.  Go visit one of the car pricing sites (like
carpoint.com or edmunds.com) to get these numbers yourself.
