Sorry, I miss-explained.. Mexico's plant is still importing nearly all
plastic stuff (dashboards, tail lights, etc.), misc. parts like air-intake,
spark plugs, oil filter, electric stuff, I think the radiators too, etc. for
the A3 plattform only. Those are then assembled with the mexican metal
sheets and glasses, etc., in Mexico. But in case of the Beetle, to lower
costs, is mainly made (except some engine parts imported from germany) in
Mexico.

What the guy that inspects quality control in the plant told me (back in
last Summer), is that 'I don't remember who' from Germany was opening a new
factory in Mexico to replace plastic parts currently brought from Germany,
but with a better quality. They were just making several tests on plastic
components to prove if they can resist extreme temperatures, which is an
issue that is causing complaints right now. That should be the factory which
is providing the interior parts and fenders to the beetle right now.
