WTF: rear foglights?

OK, I've got a '96 glx (manufacture date, 8/96) that I'm attempting to
install rear fogs in.  I've pulled off the carpet in the trunk that hides
the housing for the taillight, and it paints an interesting picture.

There's only two bulbs for the whole housing, I *think* one dual filament
bulb for the brakes and tail lights, and the other bulb is for the reverse
lights (didn't check, no time).  Anyways, it looks like there's little
plastic plugs on the metal piece that the bulbs and wiring harness mount
onto that are probably protecting the circuitry from dust / water, etc.

My question is this, in order to install rear fogs on this vintage jetta,
do I need to take out those plugs, put in a bulb, and then drill a hole in
the lens casing for the bulb to stick through?  Help me out Dubheads!
