   I just got a roof rack for my 98 GLX.   THULE makes a rack just for the
jetta.   I think that they have the factory deal with VW.   I think it is
model 444 and it costs about $150.   With that you get the complete roof
rack and can add whatever other things that you want.   Instalation is
pretty easy and can be done in about 30 minutes.   all you need to do is
find a THULE dealer and they should have em.   I went to two differant
bike/outdoor equipment stores and the both had them.
