No, they can exercise a certain amount of free will when choosing their
service menu and the amount of time they bill for the service, as long as
the customer is paying.  However, VW pays the dealer a set time ("book
time") for the free maintenance (and almost all other warranty repairs).
It's only something like 35 time units (100 tu/hr) for the oil change, which
is barely enough time to get the key, find the car, pull it into the shop,
and put it on the lift.  The tech gets something like 10 or 15 tu extra to
rotate the tires, so you can understand why he get pissed off when they have
to dig through a trunk full of shit to only find that the wheel lock key is
missing.
