Cruising a Site 0 16v 210bhp

I was crusing the VW site when I noticed this 88 16v Specs:
Engine: 

                              - 2.0L 16v, 210bhp 

                               - Shrick 268 cams 

                              - Gas Flowed Head 

                           - Slide Throttle fuel injection 

                        - DTA engine management system 

210Hp? Is that true? 

What is the difference between horse power and wheel horse power?
