Under dash panel

When I got in my car to go to lunch today, I saw a wire hanging down
underneath the dash.  I reached down to push it back up, and noticed that 
I could reach up into a bunch of wires.

The location was to the right of the steering wheel, if you slide your
hand towards the front of the car along the plastic.  I felt some things
that felt like they could be tabs/notiches for a panel.  Is there some
sort of cover that's supposed to be there?  I don't see how it could have
falled off without my noticing.
