     Are the dash tweeters housed in what looks like a full range speaker 
     cover?  Mine do not vibrate and I wonder if they are hooked into the 
     system at all.

Incorrect...There are four tweeters places in the dash.  They are set at 
90 degree angles to one another and use the same technology (if you could 
call it that) that there home speakers use.  It is call direct-reflect 
technology.
