You're as wrong about Ilgauskas as you are about Sheldon Williams.
Perkins = Solid NBA Center to be; Ilgauskas = Quasi-All Star.
Injury Prone? He's played in all 71 Cleveland games this season.
He's averaging 15.4 points, 8.1 rebounds (and playing next to Boozer
who ingests them), and 2.46 blocks. Those are damn good stats.
And he's a free agent after next season, which means you have the possibility 
of doing the same thing Portland did, if you can't/don't want to sign him.

Hey, I put Perkins on my list of SOA players and he'll be a good solid NBA center,
but Ilgauskas is better.   

As far as Devin H goes, I think a shorter DJ type of player, so possibly an Arenas
type. Certainly a better prospect coming out of college than Banks was.
