It's easy only if you don't care about the quality of play and blowing money.
There are enough NBA teams in major cities that can't attract enough fans. Are
you saying additional 24 teams playing low-quality, essentially pickup ball in
some podunk town will not be losing money, big-time? If people want to watch
lower-quality young players, they can always watch college ball, which has a
lot more going for it anyway.

I'm not sure why this system is better than the current quasi-free market
system. Why do players in the minor leagues have to be tied to particular NBA
teams, and why should there be a socialist equalization of pay? Let them go and
make their living wherever they want and for however much money they want.  
Last season, Songaila found a job with CSKA Moscow , a major club in Europe,
made 700K+ (twice as much as he's making in the NBA), fluorished there, and is
doing pretty well in Sacto. The C's turned one 2nd round pick into two.  Would
it have turned out better if he'd ridden buses in rural 'bama for 30K last
season, playing in glorified pickup games in which every man is for himself?
