Yup. After all, Cs management are the ones that wanted him to go to Europe after drafting him - HE was on record saying that he didn't want to do it. That was so they could retain the rights without having to find him a spot on the roster this year that they wanted to use otherwise. (I know how people around here go on about how dumb the management is, but there are limits and drafting a player only to urge him to do something that would involve losing his rights passes them.). If he'd decided to some into camp instead of signing with another pro league, then they would have had to sign him or cut him and then they would have lost the rights.
