Who is saying that Travis Best is available? Please cite the source of your 
proclamation "he's available". 

If I'm not mistaken, he only signed a one year contract with Miami for $1.4M. 
According to the CBA, if a player is operating on a one year contract and 
will have Bird rights at the conclusion of said one year contract, that 
player can not be traded at all during the course of the contract.
