If each of the teams added a "farm team" to the NBDL and were able to send a
player down with a waiver process so other teams could "claim" the player,
that may make it work the way your suggesting.  Somewhat like MLB with a
twist.

When sent down the players salary comes off the "varsity" teams hard cap
number.  When the player comes back up so does his salary amount.  Have both
teams have to stay within a total cap as well. This would give interesting
flexibility to GM's and coaches.

It would also give some of the young guys a chance to play instead of being
"injured" and some of the "good guys/bubble guys" a chance to continue to
make a paycheck playing basketball while also being mentors for the young
guys.

Have them play one game a week or every two weeks during the season at
secondary arenas with reasonable tix prices to build a younger fan base and
let the retired folks/non-corporate account fans have a chance to go to a
live game as well.

It would also provide a farm team for officials.

NBA and other major leagues, I would greatly prefer that
players can be "cut" with pay (without counting against
the team cap).

Cut players would become ordinary salaried employees,
until a team offers them a revised contract to play
(typically for MUCH less). Then the original team is off
the hook for further payments to the idle, non-roster
player.
