Sheppard is terrible

Because Jeff Sheppard stinks.  Every team in the NBA passed on him
(twice) in the draft, and the only reasons he eventually made the Atlanta
Hawks were: (a) Steve Smith went down to injury a week after the
season began, and (b) the teams had an additional period of time at the
beginning of the season where they could carry additional players.

PS--If Pitino were interested in signing Sheppard, his former player at
Kentucky, why wasn't he in Celts' camp?
