Simple.

A block can be sent out of bounds where the team that got blocked gets the
ball back and its not a turnover, whereas a steal is an actual change of
possession.

Watch games and look where the majority of blocks end up. Only the very
very best (even Mutombo struggles with this a lot with no fault to him)
manage to reject the shot and for it to go back to their team.
