new CBA side-effects

The new CBA guarantees the owners that no more skyrocking contracts
will be given to the superstars. However, I think it's side-effect is
having 4 to 5 players on the team receiving the maximum contract. 
Ilgauskas of the Cavs recently signed a contract for the same amount
as Antoine Walker. "Whats wrong with that?", you may ask. Well,
Antoine Walker and Ilgauskas is not in the same category talent-wise.
He is somewhere near marginal while Walker is at the All-Star level.
If a marginal player like Ilgauskas can have that contract, why can't
all the other marginal starters?
