Luxury tax



    Sorry, but I'm having trouble with this concept.  The cap is tied to total
basketball revenues, right?  But the Bird exception allows teams to pay
whatever they can afford to sign their own free aents, right?  Regardless of
the cap or basketball revenues?  So teams with lots of money can buy free
agents?  Then why wouldn't a luxury tax simple allow the rich to pay mre?
Maybe they pay only 20 mil plus 10 mil tax instead of 30 mil, but they still
have to have the 30, right?  What good does this do anyone?
   Am I missing something?
