It depends what the NBA ruling is in case of players who have a club option.
In case of Popeye the C's have an option at 2.8 per, which the C's could
have or he becomes an FA. I belive Pervis, Walker Bowen, McCarty and Dontae
Jones will be FA so the C's could have some extra money under the cap to
manipulate but on the flip side they will have to sign Walker, McCarty and
Bowen after which they won't be under the cap for a long time. - Mishra
