NBA to impose lockout

      (AP) - With negotiations on a new labor agreement at a
      standstill, the NBA announced Monday that a lockout will be
      imposed Tuesday night when the clock strikes midnight. The move
      came as no surprise. Players had been told all season to expect a
      work stoppage, and talks between the league and the union broke
      off more than a week ago. The lockout will, in essence, shut down
      the league. Teams will be barred from talking to their players,
      trades and free agent signings will be prohibited and summer
      leagues will be canceled. "Regrettably, the players have rejected
      all of (the league) proposals. The NBA will not operate until we
      reach a new agreement that is fair to both parties," deputy
      commissioner Russ Granik said in a statement after conferring by
      conference call with the league's Board of Governors.

      The union did not immediately comment on Monday's announcement.
      This will be third lockout in the history of the NBA, the only
      major American professional sports league never to have lost a
      game to a work stoppage.
