Read the last line of the article more closely:

  "When All-NBA ballots arrive, Walker's name
   will be omitted from this submission." 

This means that the writer is assuming that Walker's name WILL be on 
the ballot, but the writer will not vote for him. 

As for the older, more famous complainers, try Alonzo Mourning and Karl
Malone.  They're two of the worst complainers in the league, and
unfortunately Antoine seems to be taking after them, thinking that's
the way you're supposed to do things.  When I see Mourning or Malone
play, they really get me mad with all the unjustified complaining they
do, and all the generous calls they get.  I imagine Antoine's
complaining is beginning to get on opposing fan's nerves, and the way
he pranced around the court pumping his arms in the air in Detroit
after hitting the game-winning shot probably didn't help much, either.

It's great to see that kind of enthusiasm, but it's reckless enthusiasm
and it shows in the way he plays on the court, too...  recklessly.
If he can keep the enthusiasm but direct it toward smarter basketball, 
we'll have one hell of a superstar on our hands, but I don't see any signs 
of that happening anytime soon, unless Pitino can get to him during the 
summer, but the contract extension stuff may interfere with any teaching 
Pitino wants to do in the off-season.
