Speculation?



Found this quote buried in a story about Kevin Johnson in USA TODAY:

"...the Milwaukee Bucks have decided to retain the No. 10 pick in the
NBA draft rather than send it to the Suns as payment for guard Elliot
Perry."

also in USA TODAY:

"The Milwaukee Bucks, who have yet to name a general manager, have
elected to retain their first-round pick - the 10th overall - in the
1997 NBA draft. The Bucks made a conditional deal with the Phoenix Suns
following the 1996-97 season that called for Phoenix to receive a
first-round pick in either 1997, 1998 or 1999. By holding on to this
year's selection, the Bucks will have to surrender a pick in one of the
next two seasons. The Bucks have the option to keep their 1998 pick if
it falls in the top 10. But if they choose to do that, the Suns receive
the 1999 pick, regardless of where it falls. Phoenix will be without a
first-round pick in this year's draft."

In such a weak draft, why would the Bucks keep their pick? 

....unless if it was to package said pick with a certain all-star
center/forward to send to a certain green team holding two higher picks
and one worn-out (but competent) foriegn power forward/center????
