It's not as bad as it sounds.  Many books, even ones by very popular 
authors, get relegated to the "bargain table."  It's just overstock.

After initial sales die down publishers will recall the unsold copies
& then reissue them months later as "bargain books" with drastically
reduced prices.  

The catch is, no one really knows which books are destined for the bar-
gain table.  Some books, however, are created as bargain books from the
get-go.  Literary anthologies & the like.
