That's what's called a free market price based on the demand, and it means 
that the official asking price for Who tix is too low.  It's not just 
licensed brokers who resell tix for a profit, if you'll notice.  Fans do 
that, too.

The only way to prevent the reales on the desirable tickets is to hold them, 
and it does look like The Who is holding some until the last week or so to 
prevent some of the resales.  It might be possible to distribute these to a 
small groups through a fan club arrangement, but then somebody has to 
administer that, with all the headaches.

The only real solution is to be less popular.  I hear it was fairly easy to 
get tix for the QUAD tour, but then, nobody knew about it.
