In the UK I'd say that the Quad tour really brought them back into focus!
The '89 tour was seen as just another old warhorse going out and taking the
dough!  But, for me, rather that than then trying to reinvent themselves
with every new release - The Stones, Bowie, Jethro Tull, CSNY etc, etc.

Really?  I haven't heard people piss and moan about that tour the way
they did the '89 tour.  Certainly my friends (who are -not- freak-level
fans like myself, but are Who fans) thought it was excellent when I
got them tickets to the MSG show that we saw.  Of course it was under
promoted to the extent that even though my friends live on the east
coast and work in the entertainment industry they hadn't heard of it
before I told them I got them tickets.
