It wasn't that he was blocked so much as he thought he had written as well
as he could on "Face Dances" but the band and his friends thought he was
getting too personal. With "It's Hard" his initial intent was to make a
"band" album so he wouldn't carry all of the blame if it failed. It did
anyway (certainly with the band and his friends), Pete caught the blame and
that's the primary reason we haven't had a new Who album since.

That said, I think Pete manipulated Roger, John and Kenney into doing the
album he wanted to do all along; that is, a political critique of the '60's
generation and how he thought it had failed. Needless to say, although it
could have used some more fleshing out (and more guitar), I think he did a
damn good job.
