It's a drink:

The name mentions the format to it of the orange rind that decorates the
cup. Originally the Horse's Neck was one drink without alcohol, but it
gained the world with the addition of bourbon or rye whiskey, being able
also to be found with
brandy, because this version of drink was suggested
recently by the International Association of Barman, the
entity that also congregates the professionals of some
countries Brazil. One drink that it congregates
ingredients exotic forming one amused and delicious combination.

1 spiral of orange rind
40 ml of bourbon
1 drop of Bitter Angostura
 to ginger ale

It prepares drink in a cup of long-drink. It places the spiral of orange
with a tip supported in the
edge of the cup, the remainder falling for its inward. It places some ice
rocks, it has spilled the
bourbon and it completes with ginger ale. It adds a drop of Angostura.
