I would say the closest work that could claim that Pete ripped them off for
Tommy was Peter Watkins' film Privledge (1967).  It's a now rarely-seen
British film set in the near future and shot in a documentary style.  Paul
Jones (ex of the Animals) stars as an incredibly famous pop star who is
elevated to messiahdom by a sisnter government cabal.  At the giant rally
that ends the film (where he is backed by electric crucifixes), Jones blows
the whistle on the whole scam and is rejected and forgotten by his
followers.  At the end of the film all that is left of him is a
black-and-white interview film from which the sound has been erased.

I'd love to see it again sometime.
