I was on PT's side in Boston, and sometimes it sounded like that and 
sometimes not.  The drums seemed to be muted, too, so I figured they had 
control of it, i.e. meant it to sound that way.  Whatever, it was a gorgeous 
effect--sort of a curtain of white noise that Townshend played against.
