Oasis are without doubt imitators...of anything!
Every song is a direct derivative of something greater...
yes,i know every song by every band has to be inspired from something but 
oasis have yet to break new ground..
they went more for the catchy jingles too.
blur were a band who quite vocally expressed their love of the who and are 
definitely more like the who.
Check out the variety of their albums - "Parklife" was great britpop,as was 
the "Great Escape" followed then by a huge change to their self titled 5th 
album "Blur"
They've also alienated a huge amount of fans by steering away from the 
radio-friendly pop tunes but thats the only way to break new ground - go 
your own way and experiment..
I've seen them live 5 times and they really rock...
Ive seen oasis 3 times and their live show lacks atmosphere..
one other band i'd recommend is Supergrass - check out their 2nd album "In 
it for the money" - if ever a band was influenced by the who its these 
guys..
some of the serious british rock press has picked up on this too..
