Yes.  It's very un-Who like.

Actually this is an obscure Pete solo album from a phase he went through as
a helium abuser.  As most helium abusers he would give the excuse that the
experience was 'uplifting'.

You can really tell he's strung out on the stuff right on the very first cut
'Better Than Music'.
