Here's what I have in my timeline:

December 1979.  A $27 million lawsuit is filed against promoters Electric
Factory Concert, Inc., the city of Cincinnati and The Who.

December 1982. A Cincinnati judge rules out any punitive damages and
clears the city of Cincinnati of blame in the tragedy.

February 1983. An appeal court judge reverses the lower court, allowing
punitive damages to be considered.  The judge also asks the attorneys to
reach an out-of-court settlement.

September 1983. All but one lawsuit (not involving The Who) are settled
out of court for an undisclosed sum.
