The Who at Lakewood: Reservations

I heard on the radio today that after the Who played at Lakewood on the '89
tour, they swore off playing at Lakewood forever. Is that true? What happened
to the Who at Lakewood, or was the DJ holding on to the sophomoric notion
that the Who would never tour again after '89? If something happened, why are
we to suppose that the Who have changed their minds and are returning?
