        Yes, the blonde guy on the cover is Roger Daltrey.  It's not a
scene from Tommy, but a set-up photographer Lynn Goldsmith created.  I
don't know if it was the same interview you saw, but I saw her on a show
describing a little bit about that shoot.  She said that she took a few
rolls of film altogether, while Roger fooled around in the swimming pool.
She said the cover shot struck her most, because of how the water and his
eyes are very close in color and intensity.  That image is not altered by
computer at all.  Sorry, I don't know the exact title of the book, but it
contains all Lynn Golsmith photographs.  In case you're interested, Lynn
Goldsmith also did the cover photographs for Zappa's Sheik Yerbouti.

        When I took Sociology 101 last semester, the dry, boring, geek
professor read the class some passages from that book.  I couldn't stand
him.  However, when he introduced the book, he said, "Notice the title of
this book, Teenage Wasteland..." and he started SINGING part of Baba
O'Riley, and asked the class of 50 students, "Has anyone heard of the rock
band The Who?"  A couple of people grunted, and I shrank in my chair.
