In the Pete Townshend bio WhoAre You- Pete states it was written for Live Aid for the WHO to play- but without an adequate amount of time to rehearse it, Pete gave the song to Roger- for inclusion on his solo album.

can anyone out there send me a link of some sort of pete and/or roger 
discussing the origin of the song "after the fire"?  I know someone who 
apparently believes that it was written about keith moon when I always heard it was 
written for "live aid".
