 From what I understand, it was not that Kenney didn't have the money, but rather that he disagreed with the decision to end the Who and so, on that basis, he felt he should not be compelled to repay Warners. Kenney wanted the Who to continue. Pete didn't. Roger and John most likely just said to hell with it and paid their share back rather than wrangle with Pete Townshend over it. There was a bit of acrimony among the band members around all of this.

Roger and John paid their shares. Rumour was, Kenney didn't have the money.
