of TBWHM story with aspects of The Who's and Pete's history makes it
impossible to say this is about John or that is about Keith, etc.  But the
sentiment is there.  The feelings of accomplishment, failure, love,
resentment, loss...it's all reflected in this story.

My impression is that this story is about the recent rebirth of The Who as 
Pete's alter ego Ray High looks on, so the new band includes Pete, Roger and 
John--Keith not being part of the renewal.  The fact that a woman character 
is featured also suggests Rachel's involvement in the new cycle of touring 
and songwriting.  The loss of one of the characters strongly suggests John's 
death, and their feelings of loss afterwards.
