I can see what you mean by 'waste of space' (redundant?)
But, think of it in this context....
As part of the initial "administrative" part of the album (non opera),
Pete was sharing his deepest philosophy of music, fan/band relationship,
etc.

As part of the (stand alone) opera that is without a doubt in my mind an
autobiography of The Who, it is vital to include this
theory.....philosophy....
It *is* The Who.
Parts of me belong to you.
Who are you. (no question mark).
This was core to the direction The Who took in 1970/71.
