Administrivia - Keep the list?

This is definitely a good start, but I think we'd need to define them pretty 
clearly to avoid future bickering about the rules.  I'm not sure if some 
people realize when they using "attack" language, and also it's easy to 
mis-understand when someone is joking or being sarcastic.  The same with 
off-topic.  I dislike long, boring rants on things that never touch on The 
Who, but I think lively exchanges on background subjects like the state of 
the music business, radio payola and Pete's ideas about black holes are 
reasonably related.
