I would support pretty much any solution you might come up with.  Maybe 
send a mass e-mail to everyone with a set of new official rules: harsh 
action against name-calling and off-topic discussions.  These seem to 
be the most prevalent problems.  Violators might be warned first, 
suspended for second viol (say two weeks), then banned for the third.  
In order to continue posting to the list, people have to officially 
reply to you and agree to abide by them.

If you don't want to deal with all the list disputes, maybe appoint two 
well-respected and uncontroversial list members and route all initial 
complaints to them for an initial decision.  You would only become 
involved in cases where the two arbitartors disagree on what action to 
take.  I think that would limit your involvement in these stupid 
disputes (of which I admit to past participation) to only the most 
extreme cases and remove the aggravation of dealing with day-to-day 
bickering.

If there is any other clerical burden I could take off your hands, I'd 
be happy to do it.  This list is the only Who list I participate in and 
I want to keep it alive.
