Administrivia - Keep the list?

Yeah, I know this looks like I haven't been taking my meds (well, if all
those voices in my head weren't so loud, I wouldn't keep forgetting :).

I've received a number of emails from people asking if there isn't some way
to keep the list open.  I was especially attentive to those of you who have
been with us for so long that I've forgotten you were here (some back to the
UC Santa Cruz days of the list).

OK, so I'll throw it back to the list in general.  

What would you do to keep the list alive?
How would you change the list rules or not?
How would you deal with those who choose to not abide by list guidelines?
