There is no good replacement.  IGTC has been unusual in that Paul owns the 
IGTC website and handles the server himself so offered a lot of latitude in 
what was posted.  Here's a quick rundown, and I'll apologize up front for 
leaving out lots of fine Wholists.  These are only the larger ones I know 
about where you're most likely to find discussion and news:

OddsandSods will be the most similar and next oldest.  It's also privately 
owned by Rich Wiener and Scott Smith and apparently uses the same software 
as IGTC.  Fang moderates erratically and the discussion tends to be Fang 
centered. Features Brian's Who news posts.  I think you can just sign up 
there, and you will receive a digest or individual emails the same as here.  
Very focused on conservation of TheWho music and history less interested in 
what they're doing now.  http://www.thewho.net/

Whochat Forum is a bulletin board format that is well run and has plenty of 
discussion.  High UK/European participation.  Easy sign-up.  You don't 
receive email but have to go to the site and read through various threads 
there.  However, the moderator doesn't allow links to downloads because of 
the copyright issues.  Features Brian's Who news.

WhoAreYou and TheUltimateWhoFanClub are large lists in Yahoogroups and are 
easy to sign up for, but have almost no discussion.  Open rules.  Brian Cady 
doesn't post there.  I'm currently posting news and links, however, and if 
several posters colonized and started up some disucssion, I'm sure it would 
be welcomed.

TheShout is a medium sized forum with a bulletin board format, plenty of 
discussion and a UK/European flavor but requires a recommendation to sign 
up.  They're clearly very active, having organized the last two Who 
conventions.  I think Brian is a member there, but doesn't always post news.

CobWebsandStrange is a good sized bulletin board type forum and features 
plenty of discussion, open membership and fairly free rules.  Low on Who 
news.  I'm under the impression the clintele is very youthful.

P.S. There is also a 600 member Yahoolist for Emma Townshend that features 
almost no discussion and could use some fostering.  I'm wondering if she and 
Pete are aware of it.
