Oddly in the UK consumption is not - afaik - a specific offence, but
possession is. How one would look at consumption as not being possession
I don't know :-)

I would suppose in a purist sense that consumption is a criminal offence
as it is part of an illegal transaction, ie the importation of or sale
or possession of prohibited substances.

Hmm, pharmaceuticals of course have inc,uded drugs now considered
illegal eg LSD, Morphine, cocaine and cannabis, but I don't think in the
context of the topic we were including pharmaceuticals, Lela!!

As for caffeine, in the UK again afaik it's considered a natural
substance and thus not a drug at all.

I believe the latest natural substance to be reclassified as an illegal
drug is magic mushrooms in the UK.
