Waits' voice, tho' carrying 'topical' lyrics, is presented as an instrument
among other instruments, much like that of 'old school' blues singers
of the early 1900s-early 1960s.
Maybe it can be appreciated, if not enjoyed, with this in mind.

ABB is a great album, and if one reads the credits, is largely Mick,
Keith and Charlie (some are only these 30 with some Ron Wood
here and there and an occasional appearance by Leavel & Jones.
All vocals are by M & K with 2 backing vox by Chaplin.
M & K alternately play piano and bass on certain tracks, very much
a personal M & K record that excells on many levels. More complex
than anything they've done as a core band since IORR in '74. Those
who write this record off either hate the stones* or haven't really
checked it out.
