Kenny Jones and The Who
An English Boy

Moon worked best with Townshend (and Zak comes in an "almost close"
second) over Phillips and Jones for various reasons, but, most of all, imo,
is:
Moon *and* Townshend play _all over_ ... not _ just_ "on the beat" ...
Both musicians had/have a unique style, very un-precise, where they
are apt to be "on the beat" ... "behind the beat" ... "ahead of the
beat" ... in no certain mixture or pattern ... like how Moon had a habit
of hitting his crash cymbal twice, once ahead of the beat, then followed
on the beat, or the reverse, one the beat, then followed again after the
beat (dominant on Quadrophenia). A variation of this habit is found on
everything Moon played. No one has ever been as unpredictable as
Moon and his cymbal crashes in places no one else ever does them.
Townshend, with as much precision as he is capable of playing, is often
on the sloppy side, with his powerchords randomly coming ahead, on,
or behind the beat, AND IT ALL WORKS PERFECTLY.
Its a style derivitive of blues players/jazz players, adds tension and
stress relief to an otherwise bland, tick-tock style of time-keeping
and playing ... many rock acts/guitarists do this, but Moon & Townshend
were/are the best of all.
"That" is why Keith and Pete were so perfect together ... for an example
of what I mean, listen to the studio "Pure and Easy" from O&S, or
YMB from LAL ... perfect examples of each man's styles complimenting
the other's ... imperfectly!
For a definitive a-b comparison, sample your fave Who->track against a
band like Boston, whose precision and perfection, everything in it's place
makes for a very, very sterile, inorganic sound, studio bland.
I've nick-named Boston "Rock and Roll Bland."
