 Those comments from Pete were coming at a time when his life was beginning to fall apart. He was moving more and more into harder drugs and was being compelled to participate in 3 North American tours and 1 European tour between Nov. 1979 and July, 1980. He had taken on a full solo contract with Atlantic and a Who contract with Warner Brothers. 
 
 Festival seating was not the sole cause for the loss of life and injuries in Cincinnati, so on that front Pete's right. There was also the lack of ticket takers which forced the Coliseum to only open a few doors and there was the Who's late soundcheck which riled up the crowds on the concourse.

overreaction - because I like festival seating. When I go to a concert I don't 
want to have to f*cking sit in a numbered seat, and get clobbered over the head 
every time I stand up. I like to be able to move about, I like to be able to 
dance if I want to, or go and buy a Coke if I want to, or push my way to the 
front if I want to or hide in the back if I want to! I also know, from the 
stage, that you get the best atmosphere with festival seating.
