Correct.  It's really a highhanded and stupid thing to do--likely the 
promoter will resell the ticket for more, or maybe he underestimated the 
demand for up-front courtesy tix for influential people.  Whatever, George 
L. and company have raised a stink and have been promised a good deal from 
The Who camp.
