I also took 'papers' to mean the press.  However, the line did catch my 
attention and I wondered why he didn't say use 'reporters' or 'the press.' 
'Papers at our door' makes it sound like you wake up, open the door, and 
there's a newspaper sitting there.  Maybe he specifically wanted to single 
out newspaper reports, as opposed to other press.
